London, 16 June 2025 The leading UK legal reform group Fair Civil Justice (FCJ) has today announced the formation of a Company Limited by Guarantee (CLG), establishing a formal and focused platform for business leadership on civil justice reform in the UK.
The CLG brings together founding members including the British Chambers of Commerce, US Chamber of Commerce Institute for Legal Reform, BritishAmerican Business, the Finance and Leasing Association and European Justice Forum. Together, these organisations represent a powerful cross-section of industries committed to securing a fairer and more effective civil justice system.
Seema Kennedy OBE, Executive Director of Fair Civil Justice, said:
“This represents a key turning point for FCJ. With the recent release of the Civil Justice Council’s report on third-party litigation funding, we have reached a very important point where businesses across the UK now see how critical this issue is and why meaningful engagement and reform are needed. We are proud to be leading this conversation with government and policymakers, and we look forward to working with all our members and the wider business community to improve the policy framework that underpins civil justice.”
Fair Civil Justice is shaping the reform agenda and invites businesses of all sizes to join the growing coalition committed to constructive, practical solutions that support both access to justice for consumers and economic growth.
Alex Veitch, Director of Policy at the British Chambers of Commerce (BCC), said:
“This is a milestone moment which will put the FCJ on a firmer footing as it campaigns on behalf of business for civil justice reform. The UK is witnessing a rise in collective action lawsuits that is slowly creating a litigation culture resembling that of the US.
“That is not a place where we want to end up. Our legal system must be there to support, not hinder, the world of business. The FCJ’s campaign to address the escalating trend of these lawsuits is vital.”
Stephen Waguespack, President of the U.S. Chamber of Commerce Institute for Legal Reform
“Fair Civil Justice’s work has never been more urgent as the claimants’ bar and litigation funders seek to expand some of the worst practices of the U.S. class action system to the UK. FCJ’s work to protect consumers and businesses from abusive litigation practices has already made a tremendous impact, and this new structure will allow FCJ to become even more successful.”
Duncan Edwards OBE, CEO of BritishAmerican Business, said:
“BritishAmerican Business is pleased to support FCJ as it formalises its new entity and structure. This will create a valuable platform for businesses from various sectors to collaborate on legal reform. This work is important not just for companies in the UK, but also for making sure the UK remains an attractive and reliable place for transatlantic trade and investment.”
Adrian Dally, Director of Motor Finance and Strategy at the Finance and Leasing Association (FLA), said:
“We welcome the thought leadership that Fair Civil Justice is already bringing to the debate about civil justice reform. It’s important that a fresh look is taken at how the rights of both citizens and businesses can be better protected in a growing 21st century economy.”
